    Mayor Slater and City Councilmembers,

    I want to make it clear that I do not want the Short-Term Rental program expanded, I do not want a permit reissued when one is given up or revoked, I want the program to sundown at the end of 2025 and I want the ordinance enforced.

    Please stop the commercialization of our communities' residential neighborhoods.

    Mayor Slater and City Councilmembers,
    I oppose expanding the STR program in Orange by 75 permits and am in favor of phasing out the current 125 STRs by the end of 2025. I would also like to see no additional STR permits issued if a current one is revoked or given up. Please cancel the STR waiting list.

    Orange currently allows 125 STR permits – which means that 125 families are displaced from owning or renting those homes, condos, or duplexes. This further exasperates the housing shortage. If there is such a great demand for short term rental facilities in Orange, I suggest the building of another Hotel in the city to accommodate those needs.

    The city already has systems in place for problematic operators to lose their licenses. A blanket removal of all short-term rentals is a blunt object for a complex topic. Some STR's are corporate housing, some are hospital or nurse housing, some are temporary housing for displaced families who have property damage (water, fire, etc) in their main home... it seems crazy to attempt to shut them all down due to a potential issue which already has a process for combatting bad actors through the current permitting system. This feels like a non-issue because it already has a solution.

    As a resident with a STR across the street from me I can honestly say there has never been major problems. The people that own the home are very hands on and any minor issues we let the owners know and it's resolved very quickly, usually within a half hour.

    This issue has been run through the city council in the past. Just because we have a "concerned citizen" making a grand effort to change what the city has already voted and approved on is ridiculous. What's next? It appears that one person is trying manipulate the rules and regulations as they see fit for themselves. Please spend your time with new issues that need your attention and enforce the rules and regulations that were approved in the past regarding STR's. Property Investors are not going anywhere. If it is not an STR then it will be a drug rehab house. I will take an STR over a rehab.

    My major points of concern are:

    I have three primary reasons for my opposition to Short Term Rentals:
    1. It leads to the commercialization of the social fabric of neighborhoods
    2. There is an increasing need for housing for people who work or who have grown up in Orange. A major contributing factor to our workforce shortage is the inability for teachers, city workers, health
    professionals, and those engaged in business to find nearby housing. This is negatively impacting the overall economic and service base of the city.
    3. The responsibility for overseeing code compliance associated with Short Term Rentals is falling to neighbors. Unlike traffic,law, restaurant safety, etc. where enforcement of codes/laws is the primary
    purview of government employees, corrective action does not seem to take place without
    neighbor complaint.

    There is a rental unit behind my house that has frequent late night parties in the backyard. Some say, just report them. Done, but the noise continues and no one seems deterred. So many cars too. There’s should not be allowed in our neighborhoods as these short term rentals are disruptive and a nuisance. Thank you

    I support people being able to make a living using the property they own. If lawful STR's are breaking the rules, they should be fined and/or shut down. If enforcement is an issue, charge STR's more fees. The City should be looking at shutting down all the Drug & Rehab homes that are everywhere in Orange. Also, the City should be offering incentives to Orange residences to build Accessory Dwelling Units (ADU's) to help address the housing shortage. If just 1% of Orange residents were incented to build an ADU on their property it would add 10 times more housing units versus shutting down 125 STR's. Actually, there’s your solution - fund ADU incentives from the STR fees. Boom – I should be Mayor.

    The residential neighborhoods in the city of Orange are bedroom communities. This is where we raise our families. The majority of the residents have regular work schedules in order to maintain their homes. In contrast, sort term rentals are designed to accommodate people on vacation who are up late, swimming, BBQing, etc while the neighbors are trying to get some sleep for school or work. As a resident with an STR across the street, I can say with experience that short term rentals disrupt the peace and quiet of the community and increase the potential for unfavorable situations. Even the best regulated STRs are disruptive to the quality of life of its residents. We should be able to park on our streets, sleep at night, and feel safe with the people in our neighborhoods. I would NOT have purchased a home in Orange, if I knew there would be an STR next to it! I oppose approving more STRs and those that are already permitted should not be renewed.

    Short term rental properties (e.g. AirBNB, VRBO, etc.) are disruptive with revolving doors of groups of different people every week. Often these properties are used for parties, and sometimes criminals use them as locations for drug dealing and prostitution in order to evade detection. Why would we support such a thing when it's also contributing to a lack of supply of single family homes in our market, which is becoming so unaffordable for families already? Would our concilmembers like an STR property to be next door to theirs?

    I wish to state that I am opposed to short term rentals. I feel they change the neighborhoods we work so hard to be able to live in. These rentals increase the likelihood of unwanted behaviors and incidents for the neighboring homeowners, imposing on our peace of minds. Please work towards ending the short term rental program!

    NO to Short Term Rentals. My husband and I do not want the program expanded and we do not want a permit reissued when one is given up or revoked. We feel strongly the program should be stopped at the end of 2025. It appears the ordinance is not enforced as we have a STR 5 houses down from us who is listed on the STR waiting list but is being rented out anyway.
