    NO on this planned construction/development. Poorly planned and this will negatively impact the single story homes in the surrounding areas, invading privacy, creating traffic congestion, adding light and noise pollution, and parking nightmares.

    Re: Proposal to construct 49 small lot homes located at 901 E. Katella Avenue (Design Review No. 5092-22)
    I am writing to express my absolute opposition to the proposed development at 901 E. Katella Ave. I am a 5-year resident of the east block of Carleton Ave, which is directly behind the existing AT&T property, where this new high-density development is being proposed. For many years, I have wondered why the property wasn’t being developed but I never thought it would turn out to be considered for such a high volume of homes. The current plan is not well thought out.
    The space is very small and isn’t a logical location to accommodate 49 homes, especially when 39 of them are planned to have roof top decks. This will eliminate the privacy of all the residents of E Carleton Ave, especially those whose backyards are directly behind the proposed development.
    When we purchased our home on Carleton Ave, my wife and I specifically bought in a safe, private neighborhood in Orange where our kids could safely run around the neighborhood. This ideal is being threatened. Currently, there is a growing number of children that grace the streets with their energy. This would definitely change if our children were looking into the windows of these new homes.
    I’m a believer of developing unused land but this location is not appropriate for the proposed Intracorp development. Moving the proposed community to another area in Orange or significantly reducing the number of homes would be greatly welcomed. I don’t want to see our neighborhood property values to plummet. Most of all, I don’t want to fear for our neighborhood’s privacy.
    More reasons why the current plan does not work:
    • Increased traffic
    • Parking bleed over onto E Carleton Ave
    • Light and noise
    • Privacy, privacy, privacy
    I invite any member of the Design Review Committee, City Council or even the Mayor to visit our street and the surrounding area to see that this is not the right plan.

    I can’t understand who would think that building 49 homes, on a tiny plot of land, at an already incredibly busy intersection, would be a good idea. We have owned our home on Carleton Ave for over 12 years, our kids enjoy playing with their friends on the street; a street that will be taken over by dozens if not a hundred cars due to the complete lack of parking that this new development would have, if approved in its current fashion. And then we’ll have the added joy of losing privacy, as the new tenants stare into our backyards from their 2nd floor, 3rd floor, and rooftop viewpoints. We can all agree that something needs to be done with the AT&T building, but this is NOT the answer. Please protect our neighborhood. It has such great character, and we deserve better than this proposed plan.

    We have lived on Carleton for 44 years. We raised our children here and plan to remain for the rest of our lives. The Proposal to add 49 housing units at the corner of Cambridge and Katella in Orange is evidence of a total failure to consider all of the inevitable consequences. 49 added residences with 3-4 bedrooms each would add over 100 cars entering and exiting Cambridge and Katella. Turning out of Carleton is already very challenging. This would be made even worse!
    We already have cars from nearby apartments parking on our street. This would also get worse.
    Three-story buildings with added upper rec space next to our properties would destroy the privacy that we treasure and forever change the character of our neighborhood.

    I am writing to express my strong opposition to the application by Intracorp to construct a high-density small lot subdivision adjacent to our R-1 zoned property, located at 901 E Katella Ave (APN 375-461-41).

    While recognizing the need for additional housing, the proposed development of 49 multistory units on a 2-acre lot, with units positioned 10 feet from existing common walls, infringes upon the privacy of current residents on East Carleton Ave. Such proximity raises concerns about privacy invasion, substantial noise, and light pollution, adversely affecting the well-being and tranquility of the neighborhood.

    The inclusion of 37 rooftop decks appears driven solely by the developer's pursuit of profits, disregarding the negative impacts on the surrounding community, including increased traffic, noise, blocked views, compromised privacy, parking issues, and potential devaluation of properties. This project epitomizes an incompatible land use, exemplifying the developer's profit-centric approach at the expense of residents' quality of life.

    Furthermore, the proposed development exacerbates existing traffic challenges and safety risks on East Carleton Avenue and Cambridge Street. The road curvature near the property at 901 E Katella Ave creates visibility issues for drivers making left turns onto Cambridge, especially when vehicles are approaching from the north. This project intensifies this hazardous condition, necessitating a thorough evaluation by traffic planners, city planners, city council, and the mayor. A firsthand experience of attempting a left turn onto Cambridge will underscore the gravity of our concerns.

    Rather than endorsing a General Plan Amendment to permit this small lot subdivision adjacent to single-family zoned property, I advocate for amending the General Plan to prohibit such subdivisions near R-1 zoning throughout Orange. Such an amendment would proactively protect other neighborhoods from similar incompatible developments in the future, relieving them from the arduous task of opposing such projects.

    It is my sincere hope that the City acts in the best interest of its law-abiding citizens. Your attention to this matter is crucial in preserving the harmony and well-being of our community.

    Dear City of Orange Design Review Commission,

    Regarding Agenda # 4.2 for the Dec 6, 2023 meeting, A proposal to construct 49 small lot homes located at 901 E. Katella Ave, why?
    I am curious as to why the commission feels this is a good idea. I'm sure the commission is aware of the already frustrating traffic intersection of Katella and Cambridge. Exactly where the 49 units will be placed. Assuming each of the 49 units has 2 cars each, that's 98 cars pouring out onto that already heavily congested intersection. What about the neighborhoods surrounding it? Where will guests park? The concern is the surrounding neighborhoods. I'm sure you've already considered this. If so, then why would you jeopardize the peace and harmony of the neighborhoods surrounding this complex? My conclusion is that peace and harmony are not prime considerations. What is the consideration? Please don't sell out the citizens of Orange. Orange citizens want people that represent and consider what's best for Orange. Is this best? You know the answer. Orange citizens are willing to take a stand for our community, I hope you are.

    Why are you trying to destroy our neighborhood? My family lives directly behind the new low income senior housing being built which will surely devalue our property that we've lived in for 23 years. Now you want to add more 3 story buildings at end of block! Not only will it increase traffic that will affect our street, but it's already difficult to turn left onto Cambridge. This will make a left hand turn nearly impossible! The traffic on Katella is already bad enough and this will make it so much worse. The senior housing project refused to give us a higher wall between us and them so our privacy is shot. There are so few parking spaces in the plan that it's also going to fill our street with unwanted cars parking here. And who knows how big the impact will be on the safety and security of us and our homes once these new homes are built behind us. The city and our previous mayor showed no concern for us as they discussed the senior 3 story building being built, and now you want to put even more 3 story buildings that will become basically in our backyards all down our block. As a long time citizen of Orange I am appalled at this new attack on our quiet and safe neighborhood! I taught for close to 20 years for OUSD, both my sons went through OUSD, and this is the thanks we get??? Please find another spot for this development and put an end to this punishment on us and our neighbors. Enough is enough!!!

    49 units is way to big for that neighborhood. Instead the city of Orange should buy that property and turn it into a neighborhood park, I'd be glad to pay a little more taxes for a park.

    We need more housing, but not at the expense of an established neighborhood who will lose their privacy with our families and will surely devalue our homes. I go back to the City of Orange’s housing policies 1.6 minimize effects of new development on the privacy and character of surrounding neighborhoods. This proposed development wipes out that clause. No privacy with two and three story homes that tower over our neighborhood with windows and food top decks. This project belongs somewhere else, like where Best Buy is on Tustin.
