Please postpone the decision on the CR&R contract. The public directly affected by this trash contract should be able to weigh in on this decision. Don't pull the rug out from under the residents. Our monthly expenses are already hard to cover and if our trash is increased exponentially, we will be facing a hardship. Give the community time to be heard and come up with solutions. Why do these big issues in Orange always feel like they are backdoor deals being slid through to avoid notice?! Let the community be a partner! Competitive bidding is a must. And for those who are finger-pointing at horse owners, are you ignoring the fact that our cart fees are going to be going up sky-high as well? It is simply sound business sense for the city to bid out ANY contract before making a deal. Please postpone the CR&R contract agreement.

The manure could be considered a valuable resource as potential fertilizer if it is not already being processed and sold.. People say horse owners should pay their fair share and should not be subsidized by non horse owners. Who is to say they are not paying their fair share. Nice that those idiotic unsupported comments can just be tossed around.without proof. The need for such an egregious knee jerk increase in rates in any other industry could be and in many cases is, considered illegal and also an indication of very poor management practices. Finally, it must be nice as a utility to think you can ignore your contractual agreement with the community while isolating and villainizing a group within the community to solve your problem. How about managing the business so that you can meet your contractual obligations. Please confirm receipt.
If the Council is to reach an informed, equitable decision on this matter, agenda item 9.1 must be postponed to facilitate community input and fact-finding.
I support the increases including those for horse waste. Horse owners need to pay the full costs of disposal of horse waste. The rest of us should not be subsidizing horses for the few. If it is legal to offer discounted rates, residents on CalOptima, food assistance, and other low income individuals are far more deserving of discounts than persons with a large amount of disposable income which allows them to own a horse.
These changes appear to be unsupported contractually and are not driven by a verifiable need to increase fees. We don't feel supported by the OC supervisors in this matter. Because the manure needs are unique to this equestrian neighborhood, would it not make sense to allow us to influence the choice of trash/recycle/green and manure providers? This continued assault on the residents of OPA has the feel of organized crime disguised as a public utility.
In any case, to whom should we speak to obtain records, allowed via the Freedom of Information Act, documenting all OC Supervisor's interactions concerning Waste Management (WM)? We're not going to simply sit back and be financially gouged by this vindictive ex-resident of OPA who happens to be WM's CEO. I'm sure that the rest of Orange county's residents don't want to pay the legal fees that will be generated supported this illegal utility grab.
Brown manure bins are going to the landfill along with the blue trash bins, they are collected at the same time, by the same truck. Until a different procedure explaining why manure disposal costs more than trash is proposed, increasing manure collection prices is not justifiable. Increasing prices prior to the end of the CR&R contract through a 5 day short notice, bypassing a proper review timeline is not a fair way to deal with problems. The lack of competition for this contract is the basis for this problem. We support a fair deal that supports our community, not an unfair increase without our board's ability to review and help finding a fair a solution with CR&R. That deal was done with a contract expiring in 2025. This price increase decision should be postponed until the end of the current contract.

The residents need adequate time to review the restated Franchise Agreement between the City of Orange and CC&R and the reasoning for trying to establish new rates 1 1/2 years prior to the expiration of the current contract. Why is there no cap on future increases?
