    I support allowing the transfer of development rights from parcels desired to become open space or park space to areas where housing units can be built.

    This ordinance should have a positive impact on the development of more housing. The City of Orange RHNA target calls for the planning of 1,067 very low income units and 604 low income units. I am recommending that the Planning Commission consider incorporating a requirement of at least 15% of units that are developed when granted transfer rights be very low or low income units or that an in-lieu fee for affordable housing be required. The City of Orange needs to provide sites for all income levels and this ordinance can be leveraged to ensure that those who are low and very low income are able to live in Orange. Thank you.
