2. PUBLIC COMMENTS
At this time, members of the public may address the Council on matters not listed on the agenda within the subject matter jurisdiction of the City Council, provided that NO action may be taken on off-agenda items unless authorized by law. Public Comments are limited to three (3) minutes per speaker unless a different time limit is announced.
OC Animal Care kept its kennels off-limits to visitors from 2020 to 2023. It was the only government-run Southern California shelter to do so. This was a costly error:

Dear City Council-
Protecting our children is vital to the health of our community. Please do not cut the budget of the crossing guards.
Please listen to the citizens of our community. Staff increases in salary should be secondary to the welfare of our kids.
We have not seen anything about why the city ended up in this budget crisis.
Please do research on your own and do not always rely on staff.
