4.1. Time-limited parking on the west side of S. Citrus Street, south of W. Chapman Avenue, adjacent to the medical office building at 1010 W. Chapman Avenue and the associated parking lot to the south. Resolution TC 01-2025.
Thank you for taking the time for this hearing regarding establishing a 1-hour time limit for the west side of S. Citrus Street.
My family and I have lived on 143 S. Citrus Street for 10 years and I fully support establishing a 1-hour time limit on the west side of S. Citrus Street for several reasons listed below.
• Because Auto Diesel has their trucks parked on both sides of the street for weeks on end, turning onto Citrus St. from either the west or east side of Chapman is a dangerous situation. You can barely fit two vehicles on the street and sometimes not even that and I’ve had to avoid several accidents over the years of living here.
• Again, since Auto Diesel has their trucks parked on the street for weeks on end there is no visibility coming out of the parking lot for the medical clinic on the west side of the street and avoiding accidents is a regular occurrence.
• The 100 S. block of Citrus St. comprises of mostly multi-family units with little to no garage or driveway parking. Auto Diesel takes up valuable parking spaces for customers of the Citrus Building who then take permitted spots for actual residents of the street.
• Auto Diesel on a regular basis will have tow trucks drop cars off in the middle of the night or early in the morning on our permitted block. And if not in the middle of the night, dropping cars at midday in front of residents’ driveways, blocking access.
• Besides these safety hazards and nuisances, it’s just plain unsightly to have abandoned looking vehicles parked on your block for weeks on end, only to be moved temporarily on street sweeping days.
• I would like the Citrus Building to be a successful place of business, at the very least I say this for selfish reasons. A thriving place of business on my block is much better for my property value than a building full of vacancies. Their patrons are forced to take parking spaces away from residents as mentioned earlier and potentially must pay for tickets for parking in permitted areas. These occurrences happen frequently and have been so bad at times that my driveway has been blocked on several occasions over the years. I can only hope that the owner, property manager and tenants of the Citrus Building support establishing this 1-hour time limit as well.
• If this 1-hour time limit is established, I do hope that the Traffic Division does a better job of patrolling and enforcing these parking rules. Currently, this is not being done. As I write this note there are cars parked on the east side of the street that, which has a 1-hour limitation, for several days now.
