    I want to thank the City for making improvements to its Storm Drain System, especially with the installation of 11 connector pipe screens, and two full trash capture units. As a Civil Engineer I’ve inspected over 500 catch basins and have seen firsthand how these improvements can greatly reduce trash entering our drains and waterways. I strongly encourage the City to explore more of these opportunities, however, unless we tackle trash pollution at the source, I fear this issue will never cease.
    I know the City is not willing to pass any laws to limit or ban single-use plastic or Styrofoam containers and utensils, so I ask that you begin a public outreach initiative to better educate residents and businesses about the harms of trash pollution, the existing laws in place that currently prohibit them (i.e., Assembly Bill No. 1884 that limits restaurants to only offer straws upon request0, and alternative compostable containers. This public outreach initiative should be coordinated with CR&R, so as to amplify the message and at the same time better educate residents and businesses about proper recycling and organic waste collections/disposal. Our Orange Sustainability Group will gladly help the City in any capacity, and are already doing so in various ways. Other organizations specialize in this, like the Surfrider Foundation and Green Business Network. Together lets work to clean up our City and its environment!
