Mayor Slater, city council members and staff I am writing as an unsolicited and unaffiliated planning professional who spent more than two decades working on the Sully-Miller Orange properties. My affiliations included work for Beazer Homes, Fieldstone and Milan- Martin among others. I also enjoyed working with the Orange Park Association and the great folks in Mabury Ranch. I still have great friends there. The roadmap on tonight's agenda and the participation of Landify and Milan (and the lawyers, of course) on the same team should be in everyone's best interest. A correspondence was sent in advance of tonight's meeting to all City Council members, the Mayor, the City Manager, and City Attorney regarding the MOU. The above-mentioned correspondence expresses concerns regarding utilization of Mabury Ranch neighborhood streets for hauling and construction purposes, concerns regarding environmental oversight, concerns regarding ministerial approval of plans and permits, and concerns regarding the City not including the Mabury Ranch Homeowners Association ("Association") (which is located directly adjacent to the proposed development site) in discussions regarding the proposed development.
Although the Association is supportive of certain elements of the project, the Association remains concerned regarding (i) potential environmental and health issues; (ii) traffic and hauling through the Association’s neighborhoods; (iii) expedited, hasty approval of development plans and mitigation proposals; and (iv) a marked uptick in population density. The Association requests that hauling routes and access to the Proposed Development go through the multiple, existing access points along Santiago Canyon Road – instead of through Association neighborhoods.

As a resident of the adjoining Mabury Ranch subdivision, I strongly support the MOU between the City and Milan. This site has been ignored for way too long. The Santiago Creek backs right up to this property and is a great place to hike. Having what is essentially a construction dump right next to it is a travesty. I look forward to seeing this property turned into something that the residents and city can enjoy, instead of being an eyesore.
As a homeowner living directly across the street from the Milan/Sully Miller Property for 38 years, my family has been impacted by the activity on this site. I have been directly involved in hearings and working with agencies regarding this property. I believe this MOU is a positive path forward and is in the best interest of all parties, especially the members of the communities that surround these properties.

Orange Park Association is a non-profit organization formed in 1960 to protect the rural-equestrian area known as Orange Park Acres (OPA) that was established in 1928. OPA covers approximately 450 acres. We have a strong interest in the Sully Miller site, as 56 acres is part of the OPA plan that was adopted by the city in 1973.
Orange Park Association agrees that the Memorandum of Understanding (MOU) could be a useful roadmap in resolving the land use issues regarding the Sully Miller and residential properties. It appears the agreement provides the capacity to see the Sully Miller site shift to public open space, in keeping with the OPA Plan and the Orange General Plan’s goals for open space.
We appreciate the opportunity to comment on this matter and stand ready to participate in the future. Please include OPA in future correspondence or notices.
