    Thank you Council members, Ms. Barrios and Ms Gutierrez, for this Resolution. As a resident of Orange I am grateful for your leadership in addressing the impact of the constitutionally flawed federal program’s impact on our community. I urge all the City Council members and our Mayor to vote YES! There is still much our City Council should do to protect our neighbors. A great first step in safeguarding our rights granted by the Constitution. Looking forward to your continuing efforts for all of us.

    I wholeheartedly support your efforts and feel that the majority of the council should approve any help you can provide. Any dissent would be a clear indication of their racist beliefs. They need to stand up for all their residents. We are all contributing members of this community.

    My name is Kimberly O’Neill, and I’m here to express my full support for Item 5.1—the resolution introduced by Councilmembers Barrios and Gutierrez to preserve public trust in our law enforcement agencies.
    This resolution is not just symbolic—it’s necessary. Right now, public trust is fractured, especially in communities of color. Many of us live in fear—not because we’ve done anything wrong, but because we’ve seen what happens when power goes unchecked and accountability is absent.
    The presence of ICE raids, aggressive policing, and the silence of leadership in the face of abuse have created a climate of fear and distrust. That’s why this resolution matters. It’s a step toward transparency, toward justice, and toward healing.
    But it must come with action. Words on paper are not enough. This council must ensure that law enforcement in Orange upholds the values of fairness, equality, and protection for all people—regardless of race, immigration status, or income.
    Passing this resolution is a statement: that our city values community trust over unchecked force. That we demand better from those who swear to serve and protect. And that silence in the face of injustice is no longer an option.
    I urge you all to support and strengthen this resolution—and to show this city that accountability still matters in Orange.

    I would to express my support of this resolution as a resident of Orange.

    Passing this resolution would be an excellent stand against the atrocities that are being committed in our city and country. As stated in this resolution, transparency is vital during this time, and asking authorities to be openly identifiable is crucial to protect our citizens against the evils that will otherwise take advantage of this situation.

    I am writing of strong support of the resolution introduced by Councilmembers Anna Guttierez and Arianna Barrios to require federal agents operating in our city to wear visible identification and stop disguising themselves while conducting their operations.

    There is no legitimate reason for law enforcement to hide their identify from the people they are policing.

    We cannot tolerate armed unidentified federal agents to roam our streets to harass, intimidate, and kidnap residents in our city. These actions send panic and fear throughout our large immigrant community, including the more than 40% of residents who are working-class Latinos.

    I urge the Council to pass this resolution urgently to make it clear that Orange stands with its working-class residents and not with the secret police terrorizing our city. Doing anything less is complicity.

    I full heartedly support the identification of any federal or state officers. The idea that an official state sanctioned federal officer could detain anybody they want without a warrant, an id, any kind of identifier sends chills down my spine. They are working on a basis of terror and without consequence that I believe can be changed by forcing them to not hide behind their masks and have to identify themselves.

    I support this resolution. I think masks of any kind on law enforcement is dangerous. Not only does it give the illusion of "us vs them" but holds no accountability to an officer who might be making a rash or dangerous choice. And of course it makes it really easy for people to impersonate law enforcement too. Hence a good reason that they should have to present ID. Let's be safe! Good and logical resolution.

    No one in their right mind supports brutal cops. They get almost 50% of the city's budget. No more should be spent and in fact their budget should be decreased. DEFUND the PD!
