A request to construct a 984 square foot addition with a 115 square foot front porch to the existing 480 square foot single-family residence and to replace the existing 192 square foot garage with a new 400 square foot, two-car detached garage on a property designated as a non-contributor located at 405 E. Toluca Avenue. (Design Review No. 5156)
I am upset that after projects are approved by the DRC, they get changed when they are being built. Specifically "garages" that are changed into ADUs. We all know that these "garages" are going to be used as ADUs and we don't get to see those plans presented during the DRC meeting. So what we see discussed during the DRC meeting is not necessarily what gets built.
Our house is located at 415 E. Toluca Ave. and we share the eastern property line with the project site at 405 E. Toluca Ave. We have concerns with the project as it is proposed, to follow up on our letter we submitted 10/15/25.
We have submitted a complete comment letter via the Project Planner, Arlen Beck, but have summarized are concerns here. Thank you for your consideration. Below is a summary of our requested conditions of approval for the project at 405 E Toluca Ave.
• The project meet current permitted side setbacks, since nothing of the original structure is remaining.
• That the two proposed gates along the eastern side of the property not be attached to the existing block wall, which exists entirely on the adjacent property.
• An arborist-prepared construction plan to preserve tree roots and dripline of these existing mature trees during groundwork, approved by the City’s tree specialist prior to demolition permits.
• That the applicant communicate and coordinate with neighbors before trimming back tree branches that cross over the property line, but are located on the neighbor’s property.
• Confirm location of water and gas lines before demolition/construction begins.
• The applicant provides a drainage plan prior to the issuance of any construction permits for the project.
