4.2. Installation of 25 feet of red curb on the west side of Kendra Drive north of Hampshire Road

    Dear Traffic Engineering Division,

    As a Serrano Heights homeowner for more than 20 years, I support the request to evaluate red curbing or parking permit on Kendra Drive adjacent to Hampshire Road.

    Over the past several months, I have observed a significant increase in vehicles parking in the area including larger vehicles such as U-Haul trucks, tow trucks, and commercial vans. Given that our community is located in a high fire risk area, maintaining clear roadways, adequate visibility, and unobstructed access for fire, police, and emergency medical responders is critically important.

    The increased concentration of parked vehicles has the potential to narrow available roadway space, and impact emergency access when every second counts. I believe it is prudent to address these potential fire safety and emergency access before an incident occurs rather than after.

    For these reasons, I support the City evaluation of red curbing or parking by permit for legit residents.

    To the City Traffic Commission:

    My name is Mario Martinez, and I have been a homeowner on Hampshire Road for more than 17 years. As you may be aware, the homes in this neighborhood are situated on relatively small lots, which results in limited curb space and limited street parking.

    I respectfully oppose the proposed reduction of street parking, specifically on Kendra Drive. Parking availability has become increasingly challenging in our neighborhood, and eliminating parking spaces on Kendra Drive will likely shift additional vehicles onto Hampshire Road and Portico Terrace, where parking is already limited. Contrary to the statement in the staff report, residents do not experience an abundance of available parking in this area.

    When I received the notification letter from the City Traffic Engineer regarding the proposed installation of red curb on Kendra Drive adjacent to Hampshire Road, I initially believed the proposal involved the entire curb segment extending from Hampshire Road to Portico Terrace, approximately 170 feet of curb space. The letter was not entirely clear on the scope of the proposed changes. After contacting the City and reviewing information on the City’s website, I learned that the proposal is limited to approximately 25 feet of curb space located just north of Hampshire Road.

    While I remain opposed to the removal of any street parking, I recognize the City’s responsibility to address traffic safety concerns. If the Traffic Commission determines that additional red curb is necessary to improve safety, I would respectfully recommend reducing the proposed red curb length to approximately 10 to 12 feet rather than the full 25 feet.

    To the Mayor, City Council, and Traffic Commission:

    My name is Anna Baez, and my family has lived on the corner of Hampshire Road and Kendra Drive for more than 23 years.

    I respectfully ask that the City reconsider the proposal to install a continuous red curb along Kendra Drive. Before removing all parking, I believe the City should clarify whether this proposal is truly based on a documented safety concern or simply complaints about vehicles parked in the area. It seems to be the latter, as almost every day, the parking enforcement is there issuing warnings, which is not a great use of their time and city resources.

    If safety is the concern, would a limited red curb at the curve or sight-distance area accomplish that objective? If the concern is non-resident overnight parking, a permit parking program would be a more reasonable solution.

    The proposed red curb will not eliminate parking demand—it will simply push the non-residents, landscapers, pool service companies, housekeepers, contractors, delivery drivers, and guests further into the neighborhood.

    Truly the residents most affected will only be the two homeowners (Baez/Albano) adjacent to Kendra Drive, in which we already have limited parking due to existing restrictions, such as current red curbs and fire hydrants. We are also the only two homes that are affected by the overflow of parking alongside our homes daily. So, it is uncertain to me why someone that doesn't live alongside Kendra Drive would propose this.

    I support reasonable solutions that address abuse of parking, but a continuous red curb is unnecessarily restrictive and unfairly impacts the residents who live there.

    I respectfully request that the City explore permit parking for the two residences and place overnight parking restrictions before permanently eliminating parking along Kendra Drive.
